C.A.R. Sponsors Proposition 37 for the November 3 Ballot

Here’s what REALTORS® should know about Proposition 37 and why C.A.R. is sponsoring the measure.

For many California buyers, the path to homeownership starts with two familiar hurdles: coming up with the down payment and finding a home to buy.

The California Association of REALTORS® (C.A.R.) is sponsoring Proposition 37, a statewide measure on the November 3, 2026 ballot that C.A.R. says is designed to address both. The proposal would create a homebuying assistance program for eligible Californians purchasing qualified new homes, while also seeking to encourage additional housing construction.

What Would Prop 37 Do?

Proposition 37 would create a homebuying assistance program for eligible Californians purchasing qualified new homes.

Eligible buyers could finance up to 17% of the purchase price through the program after contributing at least 3% themselves. The assistance would be a loan, not a grant, and would be financed through revenue bonds repaid by participating homeowners. California’s official voter guide similarly describes the measure as authorizing up to 17% financing with at least a 3% buyer contribution.

Who Could Qualify?

To qualify, both the buyer and the home would need to meet certain requirements, including:

  • Meet California residency requirements
  • Meet program income requirements
  • Contribute at least 3% of the purchase price
  • Occupy the home as a primary residence
  • Purchase a qualified new home within applicable price limits
