L.A. County Board of Supervisors Countywide Eviction Restriction fails at Board of Supervisors meeting

Supervisor Lindsey Horvath’s motion that would have created a COUNTYWIDE monetary eviction threshold equal to THREE (3) month’s Fair Market Rent (FMR) failed. Horvath’s motion failed to garner the required second needed to move forward after receiving many letters of opposition and an hour of public testimony on the phone and in person.

If the motion had passed there would have been a further restriction for housing providers and added barriers to multifamily housing investment and production in the County.

We want to thank all of our GLAR members who submitted letters and testified to oppose the motion, in addition we would like to give kudos to our neighboring REALTOR® associations (including but not limited to) Arcadia, Glendale, LA Southwest, Pacific-West, Pasadena-Foothills, Rancho Southeast, Southland Regional, Tri-Counties. We also want to thank our partners at Apartment Association of Greater Los Angeles, Apartment Owners Association, California Apartment Association, LA County BizFed to effectively mobilize housing providers to testify.

Finally, we want to thank Supervisors Hilda Solis, Holly Mitchell, Janice Hahn and Kathryn Barger for standing firm and educating the public about the existing LA County Emergency Rental Relief Program (LAERRP) that is already available through the LA County Department of Consumer and Business Affairs (DCBA). LAERRP funds were created last year after the devastating wildfires as a means to provide emergency rent relief for tenants and housing providers. At the start of this week DCBA opened up a new round of applications for tenants and eligible housing providers.

Background About LAERRP

The program provides grants of up to six months of relief, with a maximum award of $15,000 per unit. Assistance may cover unpaid rental or mortgage debt, eligible utilities, and other verified housing-related expenses.

The program now expands access by allowing tenants to initiate applications through the online portal at lacountyrentrelief.com or by phone through approved program partners. Housing providers and property owners may also continue to submit applications.

Both tenants and housing providers must complete their required portions of the application for it to be considered. Regardless of who initiates the application, payments are issued directly to the landlord to ensure funds are credited toward the tenant’s rental debt.
